AFFORDABLE HOUSING INCENTIVE PROGRAM
Low vacancy rates and high rental costs are contributing to an increase in lengths of stay at local shelters serving individuals and families experiencing homelessness, and subsequently, longer waiting lists of those needing shelter. Many caught in this bottleneck are ready to move on to permanent housing but are unable to find it. Home for All’s Affordable Housing Incentive Program (AHIP) was created to incentivize landlords to work with local agency partners and rent units to individuals and families experiencing or at risk of homelessness, and/or to enroll units in the Housing Choice Voucher program.
INCENTIVE PACKAGE:
Sign On Bonus: A one-time sign on bonus between $1500-2500 per unit is awarded to AHIP rental property owners/landlords who participate in the program. Funds are disbursed upon tenant move in and require a one-year minimum lease.
Damage Loss Mitigation: Landlords may file a claim for up to $1500 from this fund if there are physical damages to the unit that are:
-Above and beyond normal wear and tear; AND
-The cost to fix the damages is greater than the security deposit.
-The fund may also cover lost revenue due to nonpayment of rent, evictions or prolonged unit turnover due to damage repair.
Grant Repair Program for Housing Choice Voucher Units: Grants of up to $4500 for Housing Choice Voucher units that fail the initial HUD code inspection. Property owners/landlords are required to cover the first $250 in expenditures, with grant funds kicking in after that.
30-Day Rental Offset to Hold Available Units: Up to one month’s rent ($1200 maximum) to hold a unit for up to 30-days in order to accommodate tenant move in.
Rent Ready Tenants: All potential tenants will have completed a course designed to prepare them for the responsibilities of being a renter.
Case Management Support: Home for All agency partners provide ongoing case management services to all AHIP renters, visiting the tenant regularly to help with stability and goal achievement. The case manager serves as resource and point of contact for the landlord if any issues arise.
